The root cause is that KB2656353 requires .Net Framework 1.1 SP1 to be registered against the .Net Framework 1.1 product, but it was not. After creating the project, "NIMesaDLL" was selected from the redistributables panel window. I think that if your run validation on the MSI package it will tell you which directory entry is having the problem. Here's the final section of the log, including both errors. All rights reserved. I have used ICE validation and I have found highlighted in red all files that are inside of a merge module.
